Parallel relations between Serbia and RS according to Dayton or the so-called “Serbian world”?

The so-called âSerbian worldâ, without a shot, is already unfolding in Bosnia and Herzegovina (BiH). Be it telecommunications, education or economics. And all of this is happening without an adequate response from the State of Bosnia and Herzegovina.
From the next school year, primary school pupils from Serbia and Republika Srpska (RS) will study the same material for six subjects, Serbian language and literature, history, geography, knowledge of nature and of society, music and artistic culture. The cooperation agreement in the field of education was preceded by the Declaration on the Protection of the Serbian People, the Agreement on the Preservation of the Identity of the Serbian People and, as mentioned by historian Husnija Kamberovic , it was followed by the last declarations on the unity of the Serbian world.
âThere would be nothing questionable if such common cores respected the state of BiH. Imagine when other communities in Serbia have not requested and received programs from neighboring countries. It would represent a kind of occupation of Serbia. Just as it is a kind of occupation of part of BiH, âKamberovic stressed.
Agreement on the establishment of special relations between Serbia and RS
On 23 July 2007, the Serbian Parliament adopted a law confirming the Agreement on the Establishment of Special and Parallel Relations between Serbia and the RS. This agreement, which stems from the Dayton Agreement, was signed to develop cooperation between Srpska and Serbia in the fields of the economy and the use of economic resources, planning, privatization and denationalization, science and technology, as well as education.
The special and parallel relations between Srpska and Serbia include the fields of culture and sports, health and social policy, tourism and environmental protection, information, protection of freedoms and rights of citizens and the suppression of crime.
The continued bypassing of the state of Bosnia and Herzegovina is not part of the agreement, warns Husnija Kamebrovic: âIn fact, the Dayton Agreement provides for parallel relations, but firmly guarantees the territorial integrity and integrity of Bosnia and Herzegovina. Serbia is also committed to respecting this integrity. It violates integrity through parallel connections. And we can see it through a series of examples. “
There are many examples. Telekom Srbija, majority owned by the State of Serbia, via M: tel, has become inviolable in the territory of the RS entity, as a cable operator for television, internet and telephony. The latest acquisitions whereby the English Premier League’s television broadcast rights were paid ten times more than the actual price, had only one aim, to expand the regime’s influence in BiH, the key to which is attractive television content.
âThere is no doubt that it is extremely dangerous, that the leadership of the State of Serbia is behind all of this and that the price of the exercise of influence is not chosen, in this case in the region. Economic and then political interests are more easily attached to sport. Serbia is clearly conquering the market with uncompetitive maneuvers, âsaid Mehmed Halilovic, journalist and former media ombudsperson.
Projects without the consent of the State of Bosnia and Herzegovina
Serbia invested more than 500 million euros in the RS entity through different projects last year. Investments are welcome, but there are many future investment projects planned without the consent of the State of Bosnia and Herzegovina, such as the Drina hydropower plant and Trebinje airport. The value of the projects is around one billion euros. In the first case, which should serve as a precedent for the second, the Constitutional Court of Bosnia and Herzegovina ruled that there is a dispute between Bosnia and Herzegovina and Serbia to be resolved by the Bosnia and Herzegovina Concessions Commission in the next three months. If not, the case is referred to the Constitutional Court.
âCompetence for concessions in this area rests exclusively with the RS Concessions Commission. Everything else is an attempt by Sarajevo policy to compromise investments from Serbia â, underlined the Prime Minister of the entity RS Radovan Viskovic.
RS is treated in Serbia as a state or as part of a future entity, according to foreign policy analyst Dusan Janjic. Since last year, a common holiday of Serbia and RS, the Day of Serbian Unity, Freedom and the National Flag, has been celebrated. Milorad Dodik is present in Serbia at all important political, cultural and sporting events, always alongside Aleksandar Vucic. His statements on peaceful separation have become daily, while Vucic reiterates that he respects the territorial integrity of BiH, but also the sovereignty of the entities: âBut he does not respond to Dodik’s statements, nor to Vulin’s statement. on the Serbian world. . All of the above is the creation of the Serbian world as there is nothing that promotes BiH and creates its identity, he added.
